My vote is "yes."

I think any place that a man can take off his shirt, and woman should also have that freedom. This is especially true in places where men do take their shirts off, such as at beaches and swimming pools.

Having said that I think it is reasonable to require both men and women to keep their tops on in restaurants, on city buses, in office buildings, in shopping malls.
