I say show'em if you wanna, although I have a lot of male friends that are in relationships with women who will swat them for checking out other girls so there may be a lot more swatting if those girls were topless! lol
In my country topless sunbathing on the beach is allowed, but imo it shouldn't be allowed elsewhere. Everytime I read such a discussion (in Sweden women wanted to swim in swimming pools topless) I wonder if women really want to be topless or do they want to do the same a men do just to have 'equal rights'. No decent woman wants to walk on the street topless - a nice top is much sexier.
Of course, there will be lawsuits when some smarty pants decides to give them a tweak, and the lady decides to break the guy's jaw, or kick him in the *******. And rightfully so. Women should have every opportunity to put the creeps in their places. Even if it's a juvenile trying to be "cute" I say rearrange his face !!! My sister whaled the hell out of a boy with her umbrella for pinching her chest, and she was fully clothed.
