According to the linked today, The 5th Circuit's ruling won't be the final word. A three-judge panel will probably hold a hearing to discuss the merits of the appeal in late August or early September. Salazar still hasn't issued the new moratorium reflecting offshore conditions. Once the effects are known, things could change. No date has been set for the issuance. The new decision based on Salazar's new info is not tied to the 5th Circuit's ruling today.
