What it really shows is that they have a serious crime problem. We have been adding laws to the books for decades. Its like we have been building roads since the early 20th century for automobiles and now we are shocked that they can not be maintained as when there were fewer.i would bet that the increase in family violence and arest without witnessing the crime has added a masive burden to not only the police but jiails to house them. Add the growing drug probelm and you see a mess. Concentrate the people involve to urabn centers and it only gets worse.Everybody else leaves as they can.
