Here's a gem from that article:

.....The art projects also must have a "thematic connection" to the source of funding, Fraser wrote. The $850,000 art project is water-themed, because the money came from storm water funds.....

What type of electorate has these types of people running their town?

Nice strawman, but your logic suggests that if the money is spent on a statue rather than firefighters, the concept no longer resonates as a communism. Pretty dern dumb.
