The Government Accountability Office (GAO) says, under the Meridia initiative, three years ago the US government pledged over a billion to dollars to help Mexico fight the drug cartels but the US has only spent a very small percent of the amount pledged to do that.

"A new GAO study concludes the government has only spent 9% of the aid it promised to equip and train police in Mexico. And the report says the State Department has no effective way of measuring if the money is making a difference."
