It was never put to a popular vote. The state legislatures had to ratify it. Back in the 80s, the legislatures were mostly male.

Congress has long had the authority to draft women. Don't think they wouldn't if they needed to. They were ready to draft nurses in WW II, but the end of the war in Europe freed up nurses to send to the S. Pacific.
