No, and it can't ever achieve the ideals as espoused in the declaration of independence. Here is why... selfishness and the drive for power also comes naturally to people and is usually more effective. It is more difficult to fight emotions than to fight logic, which plays against freedoms.
I can't freely grow a plant that does no harm to me physically, count that with countless other personal freedoms.
