It's very apparent, after having viewed the video, that the black guy dressed and walked into the crowd embracing provocation - "I dare you! Now, let's see how you respond." If that was overlooked, watch it again. Good grief!

How is he the aggressor when he's talking to the guy in the green sweatshirt with no hard-hat and they have thier arms around each others shoulders having a relatively civil conversation? Then somebody says something that he responds to it and the big guy with the blue hard hat gets up in his face.
