It is very consistent with his overall far left views. He sees human population as being the problem with the planet. Anchor babies = encourages more babies = more humans. He doesnt care about the immigration aspect as much as the population aspect. He thinks that to stop environmental destruction, you need to get rid of humans. His anger against the third world and anchor babies is simply because they have more babies than the first world, which have below replacement fertility. If you stop their immigration, you stop increases in population. Less population = greener environment.
