Unless I'm mistaken they switch it on a yearly basis instead of a population percentage so it would favor blacks considerably. It's about 30% black but they can be elected 50% of the time.

Even if they were basing this on a percentage of population I would still disagree with it but that's misguided liberal policies for you.
