That was a secondary chart to show what happened as a percentage of GDP. What it points to very clearly was that during Clinton's years he cut the military budget dramatically. The first link shows spending in billions of $'s.

If you're going to use your own numbers like "slashed by about 80% during Bush 1 and Clinton's first term" then you preface that as the data doesn't back up your numbers. Remember the thread title is: "Republicans LIE..." Using your own data that isn't supported by facts could be considered as lies.

The Obama administration has given the Pentagon a $527 billion limit, excluding war costs, for its fiscal 2010 defense budget, an official with the White House’s Office of Management and Budget said Monday.
If enacted, that would be an 8 percent increase from the $487.7 billion allocated for fiscal 2009, and it would match what the Bush administration estimated last year for the Pentagon in fiscal 2010.
President Barack Obama today sent to Congress a proposed defense budget of $663.8 billion for fiscal 2010. The budget request for the Department of Defense (DoD) includes $533.8 billion in discretionary budget authority to fund base defense programs and $130 billion to support overseas contingency operations, primarily in Iraq and Afghanistan.
The proposed DoD base budget represents an increase of $20.5 billion over the $513.3 billion enacted for fiscal 2009. This is an increase of 4 percent, or 2.1 percent real growth after adjusting for inflation.
The 2010 Budget for the Department of Defense (DOD) requests $533.7 billion, or an increase of four percent from the 2009 enacted level of $513.3 billion (excluding funding from the American recovery and reinvestment Act of 2009). This funding increase allows DOD to address its highest priorities, such as the President’s commitment to meet the military’s goal to increase the size of the Army and Marine Corps, to continue to improve the medical treatment of wounded service members, and to reform the acquisition process. In addition, the Budget
will incorporate into the base those items previously funded in emergency supplementals that should be considered base or ongoing activities, including certain medical services, family support initiatives, security assistance to foreign governments, and enhancements to intelligence, surveillance, and reconnaissance.
