OK so here the situation you are in:
You own a home and have young children. The home next door has been foreclosed on and, because it was bought cheaply by a speculator, he has rented the home to a trashy ghettoite or redneck family.
That family has decided that the home would be a good place to breed and raise pit bulls. So they have several of them- more than the city allows- and they are raised in a backyard with a poor fence. One of the dogs is especially aggressive and runs at the fence when you even come into your side yard and barks and shows its teeth.
The fence is poorly maintained and the dogs have got out several times and entered your yard but nobody has been attacked yet. You have called the county/city several times but nothing has been done.
At what point do you decide enough is enough and go buy some poison (anti freeze), wrap it in ground beef and toss it over the fence late at night? I ask this because I know somebody in just such a situation and the above action is what I have suggested to them if all else fails.
I think, in order to protect myself, I'd put the meat with antifreeze on my side of the fence, and I'd get an attorney involved with my discussions with the city. It's amazing how fast that can light a fire under someone's pants if they know they're in the wrong.

what your friend needs to do is put serious pressure on the city to do their jobs. have him send them actual video of the conditions at the neighbors, remember to have him keep a copy, and send that video along with a letter from his attorney indicating that any problems arising from the lack of action by the city would be met with serious litigation against the city as well as the breeder. if need be go to the city council meetings and make the complaint public record, talk to the city attorney, the state police, the state attorney, etc.
what you do NOT want to do is poison the dogs, as that will backfire back on your friend, and he will find himself in serious legal trouble.
Seriously, your friend has every right to SHOT a dangerous animal, on his property!!
By the time the local authorities, "get around" to dealing with the problem.
You might be attending a child's funeral.

Tell your friend to either invest in a fence to protect his own yardspace or move if all else fails. Do not EVER advocate for poisoning animals.
Why not call the humane society or even PETA. If these people are breeding pits, chances are they're selling them or using them themselves for illegal purposes (aka dogfighting).

Ok first off it is not the dogs fault it is the OWNERS. I would bug the hell out of the town, invest in a camera to tape the dogs getting out and invest in a stun gun so if the dog does get to close you have some non-lethal form of protection. I would also send letters to the city advising if they do not do their job that you will contact the local news and sue them if anyone is harmed. Also talk to the neighbors and have them complain also. If all this fails get a bb gun this will hurt the dog but not kill them and they will learn to keep away.
