Maybe they should just slap the tax on hybrids and electric cars then? The rest of us already PAY through the nose at the gas pump.
Maybe some city/state politicians should stop handing out road construction contracts to friends and family or hiring friends and family to run the city public works department. Back in the early 1990s in Norfolk, VA we needed a road built from the main road (that led to the Navy base gate) to the new off base movie theater. All sorts of bids were made and they all were expensive and the job was going to take a long time. The commander of the Navy SEABEES offered his crew to do the job. They got the job done much faster than the contractors promised and with less materials cost. You didn't see them sitting around doing nothing all day while not earning a paycheck.
This would offer greater control and again, a way for the government to track individuals.
Those who drive more miles and have less efficient vehicles already pay more taxes for driving more mileage. This stinks of DOUBLE taxation, IMO. My property taxes also go toward county road maint., so that is paying taxes 3 times for the same privilege.
But just remember what the big 0 keeps repeating: no one earning under $200K will have their taxes raise. Keep telling yourselves that, keep drinking the Kool-Aid, and, don't pay any attention to the man behind the curtain.
This problem is easily solved.
No vehicle with a lein will be allowed on any road. Pay and then drive.
You're already taxed by mileage and the type of vehicle you drive through the gas tax. They'll justify yet another tax by calling it something different.
I'll put my tin foil hat on and suggest this like a lot of other legislation and regulations is a back door to achieve something else, in this case mandatory GPS in your vehicle.

I said I wouldn't support that, in my state they already track mileage through the registrations. Perhaps add tax evasion to the penalties already in existence for tampering with an odometer.
