Allowing them to gain from our Federal government, while other people of equal citizenship, don't.
Why is their selective benefit from our Federal Government?
If the Federal government gives money to a State, should all States receive equal benefit, according to their population?

"Benefits" from the govt are supposed to go to those in "need". Politicans get elected based on their ability to make YOUR intersest group believe that they are being taken advantage of by others and need support.
As I've pointed out before, the laws of the land don't end with the Constitution. We have, as a society, made all kinds of laws, rules and regulations that were done to reinforce what has been considered good for the country. If you want to encourage X, then you give them Y. If you want to discourage X, then you take away Y. Everything from marriage laws to eliminating student debt for people entering high demand careers, to punitive taxes or fees. What one are you thinking about OP?
Perhaps you need to be a little more specific on which "groups" of people you feel are getting more than "their fair share" ?
Let's see where groups are singled out to receive special treatment or benefit, that not all Americans get.
Welfare. Not all citizens receive that benefit. It is not equal treatment of citizens.
Medicare. Not all citizens receive that benefit. It is not equal treatment of citizens.
Social Security. Not all citizens receive that benefit. It is not equal treatment of citizens.
Affirmative Action. Not all citizens receive that benefit. It is not equal treatment of citizens.
Waivers. To not be held at the same level as all Americans are to be, in the new healthcare regulations. It is not equal treatment of citizens.
Nebraska kick-back / Louisiana Purchase, healthcare bill corruption, that only selected States receive. Not all States get equal treatment.

Where is it stated in the Constitution that all citizens can claim an equal share from our government?
Our Constitution didn't outlaw slavery, for crying out loud, and here you're trying to state that needs-based social safety nets are unconstitutional because not everyone gets "equal treatment."
Why do you care? The government dispenses services to fit the population's needs. Some people and some states need more than others. Why does government choose to help certain businesses over others? That's a bigger question in my book. The government is supposed to be by and for the people, not corporations.

26th Amendment. I swear, it's just not fair that the group of citizens 18 years of age and older receive the right to vote, and my grade-school kid does not get this equal treatment!

The 3/5's compromise in Section 2 Article 1 singles out "all other persons". Those persons who weren't free were counted as 3/5 of a whole free person.
Those persons/property got a lot more grief than anyone else... Constitutionally guaranteed.
