OITA -- The Oita District Court ruled on Oct. 18 that foreigners with the right to permanent residence but without Japanese citizenship are not entitled to welfare benefits, rejecting the claims of a 78-year-old Chinese woman who sued after being denied benefits by the Oita city government.
In the ruling, Presiding Judge Yasuji Isshi said, "The Livelihood Protection Law is intended for Japanese citizens only. Welfare payments to non-citizens would be a form of charity. Non-citizens do not hold a right to receive payments."

This is the correct way a welfare program is supposed to work. It's also supposed to have limits - 2 years max in my book (unless you're disabled - and chronic pregnancy is not a disability).
We're the only idiot country handing out freebies to every non-citizen and illegal around. Pretty soon we will all be needing welfare with this "redistribution of wealth" scam Obama is pulling on us all.

Agreed. Our welfare state, coupled with open borders, is a guaranteed recipe for disaster. If you are not a citizen of this country, you should not be entitled to welfare. Illegals give birth here, and voila!. . . . the entire family benefits from welfare, subsidized housing, food stamps, etc.

I have no problem with this. My wife is a permanent resident of the U.S.A w/green card. She can't vote and I don't know - or care - if she will be receiving retirement benefits, since I'm not counting on it to be around when I retire, even for me.
She chose to remain a citizen of her country, because she loves her country. It is what she is. Incidently, she has not paid into the Japanese retirement system for so long, that if she went back, she wouldn't qualify for retirement benefits there, even if/when she DID retire. I do think she mentioned something about them having a "catch up" plan, where she could make up for the decade+ that she's missed paying into the system.
I see nothing controversial about this.
