Not necesarily, say I work on my own car (which I do) and need new front brake rotors. I know one set was made by American workers making a middle class wage in a factory where certain materials were mandated to be used, certain production and quality controls were in place which resulted in a long lasting quality part or I had the choice of buying a part for half the price manufactured in Saigon using inferior materials, little or know quality control and prone to breaking and collapsing after 100,000 miles of use...which one do you think I would purchase??

I would hire somebody at $49hr who is highly experienced. Not somebody with only 2 years of experience. They still have a lot to learn. Especially if they only took classes in high school.
that's pretty much my point...i don't see where i kid with a couple years experience should be earning anywhere near what that trade tops out at...
From memory of doing payrolls for a federal contractor, IIRC if the friend is not unionised or is in a non app school he has to be paid equivalent to Journeyman's wages which is probably what the $49 is.
I can't look up the rates as you don't say what state/county he works in.

Historically, prevailing wage and the Davis Bacon Act was brought in to put a "floor" under wages on federally funded projects so that contractors couldn't use cheaper labour to compete unfairly for bids.
