I see nothing at all offensive or mocking about that billboard...If you are a Christian who is not secure enough in your belief system to tolerate any remote challenge to it, because you do not have a right to be free from criticism, that's just too damn bad.
Now here are a couple of insulting billboards put up by Christians.
There are dozens of signs like these paid for I presume by church offerings.

Our reasons for promoting atheism is to discredit religion. Not because we care what stories people believe in, but because we are sick of the church's interference in our government, schools, and daily lives. Once the religious nuts butt out and stick to their own business and families, we'll butt out.

Hah!!!! Why on earth would a near death experience or the death of a loved one "shake us up"? Death is a part of life, I don't understand why people can't accept that fact.
As an atheist, I will have you know that the near death of myself or deaths of loved ones in no way brings me any closer to believing in a "god".
