The one who retired at 54 obviously was in CSRS (the old system) and must have worked for the Feds since she was 18. That retirement system no longer exists for anyone who entered federal service after, I believe, 1983. The rest of us schleps will have to work well into our 60s and rely mostly on our TSP (401K contributions) and Social Security just like the rest of America.
Also, it sounds as if your relative was hired back under the retired annuitant program. This is done when the retired federal worker has a desired skill that the government is unable to easily replace. We have two retired annuitants in my office. One came in to take over the oversight of the intern program which was sorely understaffed, and the other came back to help implement a major new accounting system forced on us. It worked out well because we didn't have to take a regular worker from their job and put them on the implementation team. It is pretty hard to get approved in that program so your relative must have a skill that they require. It is also very temporary. 1 year full time and 2 years part time. Then its over.
