What is it? It's a trusted traveler program where US Citizens and people from other countries can be pre-screened for quick entry into the US.

Global Entry

Apparently a treaty was signed by Big Nap (or Big Sis) in Mexico City with the stated goal of information sharing with other countries.

Mexico, U.S. Agree on Trusted Traveler Program (http://www.allheadlinenews.com/articles/7020678731?Mexico,%20U.S.%20Agree%20on%20Trusted%2 0Traveler%20Program - broken link)

This is an interesting statement from the article.

The program thereby gives Customs and Border Protection agents more time to focus on searching other travelers and their baggage, or what Napolitano called the “greatest risk.”

Gotta love that... this gives the TSA more time to search WHO? And the number of threats found by searching travelers are what? Zero??

Reminder - the two people accused of trying to blow up planes got on those planes outside of the US

Here's the other whopper...

Blake Mora said about 84 million Mexicans could qualify for the Global Entry program.

“It facilitates the entry of business travelers and tourists, whose activities are key factors for economic development, growth of trade and cultural exchange,” he said.

It also facilitates the export of drug criminal from Mexico.

One more...

Napolitano and Blake Mora also signed a “letter of intent” to develop a plan for protecting immigrants from attacks by criminals as they cross the border.

Let me get this straight. She wants to protect illegal aliens from attacks by "criminals". Who are the criminals here?

This does not give me the warm fuzzies.

Sounds suspicious.

I'd report her.
