Congress, senate and the trail lawyers are the most powerful and feared gangs.

They allow the other formentioned gangs to flourish.

Try Goldman Sachs, J.P. Morgan, Citibank, Morgan Stanley.

Do you know of any other gang that can go to the United States Government tell them "Yo I need $800 billion in low interest loans and I need them NOW or the entire economy is toast"? It was arguably the greatest extortion play in human history.
