If you're asking about State agencies, the Florida agency is its own horror story. It's broken. Too many sad endings have taken place because people simply weren't doing the jobs they were paid to do. Yes, they likely had too much of a caseload, but the incompetence and lack of supervision is reprehensible.

The following is about Courtney Clark who was missing for months in Florida's system. Fortunately, she is alive and in Wisconsin...but the whole story is like something only in the movies. This is only one of the related articles.

Not enough social workers in an overcrowded, messed up, inefficient program.

My Wife has to do deal with them regularly in few
states. Basically, a lot of them arent the highest
achievers and there is chronic burnout syndrome.
The good ones just cant handle the intense load, get
burnt out, join the rank of the "just putting in my time"rs
and then move on. The turnover warrants a revolving door
for most offices. Pretty sad that kids have that many problems, huh ?

The employees that work for DCF (deparment of children and familys)work 7 days a week for VERY little money. They are not allowed to work in their own county so they must drive to an adjacent one and then use their own car as they drive around doing the home visits and general investigating.

These people are the ONLY people often who are standing between a child and complete disaster and there simply aren't enough of them and they are not being paid well enough.
