This is probably due in part to the sub standard education many American children receive here in the US.
There's plenty of High School graduates of all ethnicities that are completely clueless in History and Geography. Schools in large,overcrowded,underfunded metropolitan areas fare worse.

That said your original post is correct.

So how much does a Black-American have to know about Africa before they can start calling themselves African-American?

If a Black-American learns some west African history or a few words of Yoruba then can they start calling themselves African-American?

It's not just blacks. Too many white Americans and Americans of other races know very little about the world outside the US. It's not necessarily a black thing, it's a problem with the US educational system in general.

Americans as a whole should know at least the following about 19th and 20th century African history at minimum: European colonialism, its effects, and its decline and fall ; the Suez crisis, its causes, and its effects (not least because Eisenhower actually handled it correctly) ; and South African apartheid and its fall thanks to Mandela (the only truly great leader sub-Saharan Africa has produced), De Klerk, and countless others whose names are not as well known or whose names were never known.
