The concept was imported from British law and dates back to the 13th century, where it provided a mechanism for the Parliament to stop the King from fighting whichever war he felt like. It's there for the specific reason of giving Congress a chance to put the emergency brake on the military - the Founding Fathers knew damn well they were doing in that respect.

Well, besides the obvious observation that the BOR is not a government program in any way, shape, manner or form, I would say that Ike's crowning achievement works pretty well. They all begin with the letter I and have numbers like 10, 5, 15, 80, 35 etc., bringing up the rear, and are composed of dirt, gravel, asphalt and concrete and steel. Most people drive on them, but some crash on them from time to time.
Yup, no one has ever not gotten what was owed them.
How so, most who are or have received social security received everything they contributed, plus interest in the first few years on the dole. Everything else is paid for by current "contributors".
