Monolithic means uniformity and monotonic to a lot of people.

Once again, this was a 70s occurrence, not the 80s. The #1 reason was the completion of most Interstate highways, which allowed people to live further and further from urban centers. A second issue was the population shift from the Rust Belt to the Sun Belt, a developing trend since 1970. In the South, most of the opportunities were in the suburbs, so people moved from decayed cities in the Northeast and Midwest to suburban areas in the South.
All of my family was essentially in and around Atlanta during both decades. The city shrank in the 70s, but the city experienced an economic boom in the 80s (a lot of sprawl during this time as well). Most of the CBD was built during that time. I saw this process with my own eyes, which is why I have trouble accepting your version of reality.
However, as I said before, this was not strictly an American phenomenon. Western Europe experienced the same set of problems in both decades. It did the same damage to the poor, but I doubt it was intentional abroad or here at home.
I guess you totally overlooked the words "Continued trend".
