at the snopes page the conclusion they reach is that it's a ''mixture'' (sic) of fact and fiction. The snopes page gives that link to the ''Universal Support for Low-Income Consumers'' page at gpoaccess.gov.

It means it is partially true. the fact that has been done for years ,started under a different admin or whatever doesnt matter.

One of the programs mentioned "life line", if I am not mistaken, gives cell phones to Domestic Violence victims for their safety. There could be multiple "life line" programs though so I am not sure if they are one in the same.

My land line phone company has a "life line" program for very low use customers who just want/need one for an emergencies.
