One of the programs mentioned "life line", if I am not mistaken, gives cell phones to Domestic Violence victims for their safety. There could be multiple "life line" programs though so I am not sure if they are one in the same.

My land line phone company has a "life line" program for very low use customers who just want/need one for an emergencies.
