VPN, Darknet, Tor browser, encrypted file sharing, closed forums, foreign CP websites ...........the list goes on and on.

I imagine millions of CP images/videos are accessed/downloaded every minute.

Not even the slightest bit related. Napster was a music sharing program written by a hacker that enabled music piracy. TOR is internet anonymity software that was developed by the US Government. You won't get in trouble for using it.

I have minus zero tolerance -

The notion that everyone under the statutory age of consent is "unwilling" and "destroyed" is not supported by any evidence...and under current interpretation, "child pornography" could include the following: (1) racy (non-nude) images of a 17 1/2 year old, (2) a videotape transported across state lines by a legally married 17-year-old couple documenting their wedding night; (3) pictures of oneself that a minor chooses to transmit to a girlfriend or boyfriend; you get the idea.

The amount of resources required to crack down on all of this without also filtering out legal materials (thus violating free speech) is astronomical. No filtering software is really good enough to be used at the national level, AFAIK (Ever been on a filtered library or school computer or safe search?). This means humans would have to do all the filtering. And alas, the internet is a really, really f---ing big place.

Stupid kids sextext all the time/ carsons mom was married at 13 // all about intent . Borderline 17 yr old depends on situation. Many younger teens are trafficked. Ask Backpage how many subpoenas they get. Why men or women can't wait until the person is 18? And I am not talking about an 18 yr boy with a 17 yr old. This business is More than meets the eye... The issues are not the older teens but much much younger kids
There is an evil sickness. Not changing my mind the line is drawn / adults have no place with minors in any sexual anything. No excuses
