There has never been evidence of enemy fire found on the scene, and no members of Tillman's group had been hit by enemy fire.
Lt. Gen. Stanley McChrystal approved the Silver Star citation on April 28, 2004, which gave a detailed account of Tillman's death including the phrase "in the line of devastating enemy fire," but the next day he sent a P4 confidential memo warning senior government members that Tillman might actually have been killed by friendly fire.

Prior to President George W. Bush addressing Tillman’s death at a White House dinner, McChrystal, who reportedly knew that it was fratricide but chose to omit such details from his subsequent paperwork, sent an urgent memo to Bush’s speechwriters, warning them that "unknowing statements by our country's leaders ... might cause public embarrassment if the circumstances of Corporal Tillman's death become public.

Don't know why anyone would want to kill a high-visibility soldier. 3 shots to the head seems kind of improbable considering the rounds used, unless it was a 3 round burst. One of those rounds alone will nearly disintegrate the head and a 3 round burst would have left him headless.

None of the M-16/M-4s that I ever shot did. Semi-auto or 3 round burst only.
What military variants fire other bursts?
Only the M-16A1 had fully automatic firing capabilities. That was changed to a three-round burst with the M-16A2 and all subsequent versions of the weapon.
The XM29 OICW, which is expected to replace the M-16, will also have semi-auto and three-round burst capability.
