How exactly would it have aided her?

She was a college student raising her child. If she qualified for welfare, then she qualified for welfare. Regardless of where her child was born. The grandparents had no need to lie.

Because the state no longer issues long-form birth certificates?? If the state doesn't provide them, then they aren't available. It's like a store that no longer carries your favorite brand of cereal. If the store doesn't sell it, then you can't buy it from that store. Capisce?
