I'm not familiar with the European parliamentary system of government so how does a nation not have a government for 289 days? Is "government" an umbrella term for "parliament meeting and passing laws" or does there government affectively shut down?

One thing many Americans don't understand is that in Europe the elected government is an advisory council for the head of state (either a monarch or an appointed president). King Albert II is the government of Belgium, he acts on the advice given to him by his cabinet of elected ministers (ie: he is a constitutional monarch). Since the government resigned there has been an interim cabinet to fulfill this function.
