While there are many heads to count at a senior staff level, a level you generally reach through promotion, which is not automatic nor guaranteed, or was hired at that level, within an organization, there is only 1 head required for each CFO and Controller position.

True, softblue, but a typical department is most likely 1-2 dozen, and ends up promoting several over many years, whereas in a factory, there will most likely be a few hundred at entry/near-entry level stuff, with headcounts going down each year, as automation is substituted, hence promotion possibilities are far more remote.
