A state could require a state certified copy of a birth certificate to be released, however they can't ask for a certain type of birth certificate because different states have different documents.

Arizona can't dictate to Hawaii, or any other state, what their documents should look like, nor can they refuse to honor them because they're different from their own. (Article IV, Section 1 of the United States Constitution).

if the state has long form BC's, then that is what can be provided. if not then they will have to just accept what is provided. unless election officials in AZ say no way and forbid a person from getting on the ballot because of their law.
