Your quote is unattributed (you need to correct that), and nothing says that anyone was arrested. Do you have a link that says that someone was arrested? Please provide it.
As always with the Daily Mail you have to be careful as to whether you are getting the whole story or whether the story is "pitched".
That said - and whether it is in the UK or the USA - it seems to be sufficient for someone to be "offended" for action to be taken. However, just because you are "offended" does not mean you are right.
Thank you. After reading the article, I think the Chinese man over-reacted, but I understand the police being required to investigate the matter. I cannot imagine the courts not dismissing the charges if the article is correct and complete in its story.
