The OP frames the question backwards. Instead, ask: why are poor states so conservative and in thrall to the likes of the tea party? In answer, factors like impotent resentment, under-education, and lack of direct life exposure to the wider world (i.e. not via tv) come to mind.

Poll after poll has shown that members of the Tea Party are better educated than the average population. Wrong again.
