I personally think it should be the other way round.
If there was no federal law defining rape, then if you were on a foreign military base, you wouldnt have any protection against being raped because you wouldnt be protected by any state jurisdiction.
Amazing, in that statute you posted it's only considered a "Class A" felony if it's with a minor.
If you ask me, rape is just as bad as first degree murder, regardless of the age of the victim or the method used. It leaves scars (particularly mental) that last a lifetime and can truly change a person. At least if you're a murder victim you're too dead to care.
Like I said, make all forms of rape be classified as simply "rape" and give it a mandatory minimum sentence of life w/o parole.

No, I think you misunderstood. I think there should be one intelligent, updated federal law defining rape. If that were the case, there would be no need for state definitions.

Under those standards, you could say the same about anything, and there wouldnt be a need for states to begin with, but yet our founding fathers specifically designed the nation to have individual states for a reason..

Not at all. Some issues are state specific, and therefore require state legislation. I don't believe that is the case in sexual assault. As for the last part of you post, it's of no relevance to this discussion.
