I can see by the map that is true. However, the cited article refers to the dispute (for 50 years duration, which surprised me) on the body of water called the Persian Sea; apparently there are those who want to rename it.
Yes, the dispute between the Arabs and Persians about the Persian Gulf is true--however it's just two different unrelated news stories that the OP refered to. The Persian Gulf is past the strait of Hormuz in between Iran and Saudi Arabia--the Arabian Sea is in between the Arabian Peninsula and Pakistan and India.
Osama Bin Laden was dumped in the Arabian Sea off the coast of Pakistan, he wasn't dumped anywhere near the Persian Gulf. Some Arabs want to rename the Persian Gulf the Arab Gulf--nothing to do with the Arabian Sea or Osama Bin Laden however.

This topic will be back around again when the radicals start gathering around the shores of the Arabian Sea in honor of their fallen martyr erecting shrines to their dead leader - then rename the Arabian Sea - Martyr's Sea.
Dumping Bin Laden in the water will prove to have the opposite effect of what they intended.
Contrasting that with the controversy brewing between Iran and Saudi Arabia over the re-naming of the Persian Gulf to Arabian Gulf. I asked when was the Persian Gulf renamed?
That dispute never confused the gulf with the sea like you did
