It will not be paid...why should they pay now that the guy is no longer on earth - They should have paid that amount for the live capture of the guy so the world could have a chat with the little Saudi prince and get the inside scope on what Saudi Arabia really thinks and says behind closed doors - but that would be a scandal and it is best that dead men tell no tails - still - it was a disgrace...the man should have been taken alive - Personally I don't believe that Bin Laden was very bright - and was not the mastermind of anything...geting back to the 25 million - one thing about rich people that rule America - they like to get something for nothing - they hate to pay - so they will not ..
