Haven't read the entire thread so if this was mentioned before, oh well.
The decision can always be made later by the person upon whom the procedure will be performed.

1. This will never pass in SF.

2. If it does pass, the California legislature will invalidate it.

3. If the legislature doesn't invalidate it, it will never survive a court challenge. This is not a law of neutral applicability and is far more than an incidental burden on religion as to the Free Exercise Clause. Plus, it would never survive the Establishment Clause test because it entangles religion and gov't.

4. The end.

I think you need to explain what the heck you are talking about:female circumcism is very different and done for different reasons. You made the comment, in one of your "off the wall" postings, men can have it done it adulthood> Obviously you do not understand how much more complicated and painful that would be. Just let this whoe thing go away, parents do have ar right to make certain decisions as to their children from birth to 18 and circumcism is one of those decisions, whether for medical reasons, because it is the accepted thing or for religious reasons.
