Whole milk is healthier for young children. I don't know about school-aged children. But where did you get your Wheaties information? One serving of Wheaties (1 cup, or 30 grams) contains 1 gram of fat. So that's a mighty big bowl you're using. Calories in General Mills - Wheaties | Nutrition Facts and Information

my bad, on the wheaties, I skipped a line, 22 grams of carbs, not fat

Wait.... what? Fat helps you digest sugar? Never heard that one, before.

The reason skim milk has more sugar than whole milk is the lack of fat. If there is no fat to take up space, there is more room for all the other nutrients in the same volume. Stick with the skim milk - you get all the good nutrients with minimal calories and no fat.
