Obama is generally respected, what people elsewhere in the world don't like is that he hasn't been able to wrap up the two messes GWB started, as far as three wars go, I assume you're referring to Libya?
Norway, of all countries, are one of three who's been most active in bombing raids in Libya since the initial bombardment, the other two would be France and GB, the US has taken a decidedly back seat approach to this war. A good move, both for the US, UN and Nato.
Maybe unlike others, I rarely listen too much to campaign promises, which speaks more to what any one politician or party wants to do and not so much as to what they might be able to do.
There are some 45000 troops left in Iraq, far less than what there was during the peak, pulling out of Iraq soon, will probably be a good idea. Afghanistan is a different matter entirely, violence and acts of war is on the rise in nigh on every sector. Security cannot be guaranteed, and pulling out now will almost certainly mean Taliban back in power in very little time.
Afghan forces and police are extremely unprofessional (most of them can't read a map, for instance), ill equipped, corrupt and underpaid. The politicians, with Hamid Karzai leading them are even more corrupt, unprofessional and ill equipped, pulling out now would be a slap in the face of all the civilians who put their trust in the occupying force, it would be a betrayal.
I have no doubt that Obama might've wanted to pull the troops out, thankfully he did the right thing and left them there.
