In light of the unequal segregation promoted by many states and local communities during the Kennedy Administration, federal action was necessary to help blacks achieve equality if not integration. Without doing the research my guess is that was what was behind his statement.

Both Parties will never cut the size of Govt.
It is a great catchphrase to woo the voters but means absolutely NOTHING.
NONE of the parties have any intentions of cutting back on the size of Govt........ If they did it would have been done long before now. This is not a new topic but it still seems to "con" the voters.
