Barry Goldwater - was against the Civil Rights Act. In fact based his campaign on it in 1964 on it.
Ronald Reagan was against the Civil Rights Act.
Rand Paul is against the Civil Rights Act.
Ron Paul is against the Civil Rights Act.
The fact of the matter is Republican presidential adminstrations tend to de-emphasize the enforcement of civil rights laws and there has been NO REPUBLICAN ADMINISTRATION IN THE LAST 50 YEARS that has dramatically reduced powerty of ALL Americans much less Black Americans.

During the Bush 43 Administration poverty INCREASED three times faster than rate of population growth.

During the Clinton Administration poverty DECREASED 2.5 faster than the population grew.

The trend is pretty clear overall for the past 50 years the policy of Democratic presidential administrations do a much better job of creating and implementing policies that help poor and middle class Americans have better lives. Republican policies tend to favor corporate interest and wealthy individuals.
