I thought there was a clause that all steel used in Federal projects has to be US made. In IL there is and vigorously enforced. No wonder CA is in so much trouble.

Not always. Sometimes it is waived, even in Federally-funded contracts, if enough steel is being used that the cost savings justify it.
Outsourcing has been increasing our wealth since the 1960s. You have to remember that other countries are also outsourcing jobs to the US. Trade benefits everyone.
Trade is supposed to benefit everyone, but such benefits aren't guaranteed or necessarily a good thing in the longer term. The Chinese are surely benefiting, and we could even argue we're... spending less as the contract is likely costing a lot less than if it were built domestically. So, we do have a benefit for the short term, but what about the cost of that benefit? Trade deficit is something to worry about.

This is why we need to have outsourcing tax. Want to hire the Chinese to build your bridge? Okay, great... now pay a 500-1000% surcharge tax on it (actually percentage would vary depending on price paid to Chinese company versus if it was done by an American company).
This is the sort of absurdity that favors lower first cost over general societal good. These structures should have been made using US steel, produced in US Steelworks by US Steelworkers and assembled by US Ironworkers for the benefit of US citizens. Failing to do this is an assault on our own economy and our own workers.

For near 40 years workers whose jobs were outsourced cried out and no one listened because outsourcing made for cheaper stuff.

Now folks are waking up..but it's too late.
It was amusing to read/see the wailing and gnashing of teeth when white collar jobs started to be outsourced....THEN it was a tragedy.
