Co-ops are growers getting together.
CSAs are consumers buying a share of farm produce.
Anchorage has a CSA, where they set aside city land specifically for the purpose of the community of Mountain View to grow, harvest, and in some cases sell their produce. As long as that produce stays within the State, the federal government has no authority. They are subject only to State laws, regulations, and city ordinances.

According to the law, they would be required to register as a "food facility", as would those who sell chicken eggs, or children who set up lemon-aid stands. Any food product sold to consumers is subject to the registration requirements of Section 102(c), no exceptions or exemptions.
