President Obama is officially backing legislation that would repeal the 1996 Defense Of Marriage Act, which prohibits the federal government from recognizing same-sex marriage even for couples married under state law.

Or, his experience being President and seeing DADT repealed (partially, anyway) and meeting service members who are gay has changed his mind.

It also shows he's desperately pandering for votes. There is a significant portion of his base that does not agree with same-sex marriage. Maybe he figures the gamble that they will vote for him again based on color alone is worth the risk?

Question: how can a President decide that a law will no longer be enforced eventhough it is still in effect? Wouldn't a law repealing that first law have to be passed first? Is the Department of Justice beholden to the whim of the executive branch or a defender of the laws of the country?
