So, in Europe you have the "liberals" and the "progressives". The liberals are economic conservatives and progressives are.....um......what we would call "liberal"?
Conservatives/Democratic-Christians: Center-right policies, especially in terms of social issues (abortion, gay marriage, immigration). They tend to be fiscally conservative but not like in the USA
Liberals: They are advocates of the free market (taxes, social spending) and individual choice regarding social and moral issues.
Then you have far right who are ultra-conservative in morals but to the left of the mainstream right in economy (this was inherited from the Fascist states of the 30's)

The news mentioned that the PM would typically walk around Oslo with no protection at all, so I guess they do things a little different than we do, that of course will change immediately.
Language confusion. Scandinavians use the word "liberal" (when conversing in our own languages) to describe a libertarian, pro-market-economy, small-government philosophy .
