Libertarianism in applied politics doesn't. It agrees on loss of an individual's freedom with those who were destined to lose it, at the expense of those who would be the victims.

This is what the civil rights act says to a libertarian, "Hey, black guy. You aren't really born with rights. Thanks to the civil rights act, though, you can have rights like the rest of us. You need a civil rights act, no one else does though."
