Actually that would be Americans' unquenchable thirst for illicit drugs. The U.S. is the world's largest market for illegal drugs, so Mexicans are actually dealing with the burden of our addiction.

Of course politicians and our various drug agencies never address that fact, because its not politically expedient to do so.
