Maybe if they just tell the judge the cows came over the Mexican border, I am sure then they don't need a permit or license...

LOL..they are a "sanctuary pasture" and they work just as hard as American cows and get no benefits.

Meat is done the same way as well with small farms because of USDA complex and expensive regulations.

A person buys 1/4 to 1/2 to the whole cow/pig/lamb/goat.
The farmer raises and feds that animal and brings to the butcher.
The person then goes to the butcher, selects their cuts and picks up their meat and pays the farmer.
For that you do not need a USDA inspected butcher nor jump through hoops because that person "owns" part of that animal.

If you want to sell your cuts then you need to use a USDA butcher and also jump through several complex USDA hoops.

Chickens are a whole 'nother story. I buy 6-12 at a time and pick them up directly at the farm.
Beef/pork I get 1/4 and split with my family.
