Culture? Both continents are inhabited by human beings who have natural desire to have sex (much like eating), and they will do it with, or without contraceptives, and it has nothing to do with 'incentives'.
They don't have incentives in Africa, Asia and South America, and they still have way too many babies. Who told you people have babies because of incentives? That is a weird argument with nothing to back it up. Do you really think the government hands people everything they need? No, they are handed barely enough to survive, and they live in misery.

You just reminded me of one of the funniest things I have ever seen. Many years ago, about 3 months before my first marriage my wife to be was talking with a group of other young women (all married) about how inconvenient pregnancy before marriage was and they asked her what her secret was. She just replied that we used a fool proof method and she got all kinds of questions about that, of course. Her answer was one word, "Abstinence" That is the part of Bush's program that I always believed in.

This is insanity. I DO NOT want to pay for YOUR birth control! Especially if you and millions of others, do NOT then use the BC the proper way and STILL get pregnant! You and I will be paying for the AIDS/STD treatments that will follow the free birth control pills!!!!
And, if one cannot afford the $9 generic pills...then they have NO right to be risking becoming pregnant as they surely CANNOT AFFORD A CHILD which requires care in amts way greater than $9/month!

I agree with everything you said. I think that AIDS cases will skyrocket due to decrease condom use. I mean, why would a person use a condom when they can get free birth control? Lazy people will no longer pay for $3.00 condoms when the taxpayers are giving them free birth control.

I agree with everything you said. I think that AIDS cases will skyrocket due to decrease condom use. I mean, why would a person use a condom when they can get free birth control? Lazy people will no longer pay for $3.00 condoms when the taxpayers are giving them free birth control.
They are kind of mutually exclusive, for the same person. Maybe women want to take personal responsibility instead of hoping the guy is packing a condom when he initiates the sex.
